The development of new technologies and the process of digitalisation are transforming the maritime domain and industry, demanding an increased reliance on interconnected systems and electronic services, e.g. the automatic identification system (AIS); Electronic Chart Display and Information Systems (ECDIS) onboard vessels; or Global Navigation Satellite Systems (GNSS) such as GPS, Galileo or BeiDou. The scale and impact of these innovations on marine traffic remains yet to be fully understood. Accordingly, identifying cyber vulnerabilities and best practices, and implementing sound public-private cooperation and collaborative approaches is still a work in progress. Against that backdrop, the first part of the talk will analyse key maritime cyber challenges.

A frenzy of land reclamation projects in the South China Sea has obscured from public view the fact that these artificial islands are just a small part of something much larger: the currently ongoing build-up of static and mobile technical infrastructures in this area seems designed to form a coherent system of sensors, nodes, unmanned and manned systems and networks for comprehensive maritime domain awareness that utilises and connects the surface, subsurface, air, space, and cyber domains. Drawing from research for an ongoing book project, the second part of the talk will discuss these regional developments and analyse their potential strategic impact.
